Harare authorities are intensifying a campaign against illegal vending, with municipal police set to operate around the clock in the city centre.
The Herald reported on 10 September 2026 that the operation, known as Chenesa Harare, is being carried out by the City of Harare together with central government. Informal traders operating from undesignated areas are being moved to approved sites, while pushcarts and other unauthorised activities are also being targeted.
Local Government and Public Works Minister Daniel Garwe said the campaign forms part of a wider effort to restore cleanliness, order and healthier urban environments rather than being linked only to preparations for major events.
Authorities say 24-hour municipal police shifts are intended to stop cleared areas from being reoccupied. Government has acknowledged informal trading as an important livelihood but says it must take place in designated areas and comply with municipal by-laws.
